I’d give priority to these very basic and frequently used tags: Key:shop - OpenStreetMap Wiki (сладкарница=shop=pastry (!), баничарница=shop=bakery (or amenity=fast_food?)), Key:amenity - OpenStreetMap Wiki, Highways - OpenStreetMap Wiki + Key:highway - OpenStreetMap Wiki, and Buildings - OpenStreetMap Wiki (including how АГКК building types correspond to OSM building=* values (see here).
Edit: forgot to mention Land use - OpenStreetMap Wiki / Key:landuse - OpenStreetMap Wiki / Key:natural - OpenStreetMap Wiki
The wiki Main Page has been translated Bg:Главна страница - OpenStreetMap Wiki but I’m sure it and the pages linked in it are out of date and need updating and translating.
I’m sure translations will raise many questions about tagging practices specific for Bulgaria, which we can discuss here and reach a consensus which will harmonise tagging practices.
