Great news! I think 2 steps should be taken now:
- get confirmation from the legal people of OSM that we can indeed use these data, see DGU spatial data under Open License compatible with ODbL?
- discuss how we can use these data in the best possible way. I think a tool should be developed that conflates the data from АГКК with the data we already have on OSM so that it flags conflicting data and allows a human to decide what to do, taking into account that the АГКК is full of mistakes too. I have some experience in using АГКК data manually so I can contribute, though not with coding because I don’t have those skills. We would need feedback from АГКК to understand their “tagging” practice and compare it with ours, so we need to contact them and start a cooperation. It should be interesting for them to get our feedback too; we can help them find mistakes in their data and improve their data quality. The Dutch OSM community might be able to share their experience (see BAGimport - OpenStreetMap Wiki). Grants might be available for someone who can spend time on coding this tool.
