As we all know, there is much to be improved in the mapping of buildings in Bulgaria on OSM: many are completely missing, the ones that are there are often not of correct shape, of unknown or wrong kind of building=*
, missing or wrong address, etc. I’ve mentioned before that it would be great to use the data of Агенция по геодезия, картография и кадастър in some way, preferably automated.
I’ve been adding data on kind of building and address from their database to OSM, though it might not be covered by their present license (“II 3.Услугите и справките, получени чрез КАИС портал, се предоставят на Клиента само за собствени нужди. Клиентите нямат право да използват получените данни, съдържащи се в услугите и справките, с търговска цел и/или като част от собствени услуги, включващи предоставяне на тези данни на трети лица, освен ако в договор не е уговорено друго между АГКК и Клиента.”). However their present license is not in agreement with EU directive 2023/138 of 21 December 2022 (see here) so I anticipated that the license will soon be adjusted and the data made publicly available.
What do others here think about:

Using the data in individual cases, by manually looking up data here. Is it already allowed, and if not, could we ask for permission to use at least building kind and address data for OSM?

Prepare for implementing automatic import of data once АГГК is ready for this. I know @Dimitar155 has been in contact with them, as we have discussed between us. Dimi, can you give a summary of what you accomplished so far?
I hope we can use the experience of the Dutch OSM community (I’m Dutch but lived in BG for 20+ years now). They have a cooperation with the Basisregistratie Adressen en Gebouwen (Base registration of Addresses and Buildings, BAG) and regularly import data from that database. In return, many report mistakes in the data back to the authorities so the quality of data is improved.
