For example, major A-roads in London use the tag highway=trunk despite having traffic lights and sidewalks along them, which is quite different from the tagging method used in Korea.
Of course, important roads are more likely to be grade-separated, but imagine a situation where a primary road has some at-grade junctions, and the next 4 junctions are grade separated. If all the junctions connect to smaller roads, would you change the classification of the section that has grade-separated junctions to highway=trunk? That’s incorrect because only highway=motorway is intended to imply physical standards, like a fully paved surface, separated carriageways, limited access, etc. highway=trunk, on the other hand, is the most important of non-motorway roads.
