User wants to map special religious restriction area applied only on persons from specific Kohen’s family. I guess this might be either part of roads or whole areas.
I think this might be considered as a common transport navigation restriction (including walking, driving, riding). So, if some software will support this navigation mode once - it will avoid routing through these areas.
Will appreciate any idea on how to map this and what kind of tags/entities we can use.
Please note that the use of the access tag is inappropriate, as it describes legal conditions, and this restriction is a Jewish-religious one, not a state law.

Let me state the obvious first: I have no idea what Israeli law states on the Kohen restrictions, but it just looked to me that the fundamental problem was similar. I.e. a stated restriction without the force of law.
This is exactly the case with restrictive traffic signs that are posted in Finland on the yards of apartment buildings. They don’t have the force of law [1] and officially simply express the wishes of the housing co-operative that people not use their yard for general transit. Unoficially, however, you might get yelled at or frowned upon if you “trespass” the common yard of an apartment building that has such a sign.
This is why an access=* tag cannot be used here. However, the signs are ubiquitous and a part of the Ground Truth here. So they are worth tagging somehow. [edit/addendum:] Oh, and one reason for the new ad hoc tag was that some mappers indeed kept, haphazardly, adding restrictive access tags (usually =private or =destination) to some these paths, which is clearly incorrect. Still happens sometimes, unfortunately.
Legally speaking, the pertinent law here are the Freedom to Roam laws and privacy laws. Privacy laws only apply to the yards of houses and semi-detached or terraced houses. On the yards of apartment buildings, there is no assumption of privacy, so the FtR laws (applied in Finland since times immemorial, and codified in our Constitution) come into effect [2]. Regardless of any prohibitive signs or wishes.
Some Finnish routers treat them as access restrictions, most routers of course aren’t aware of the tag, as would be expected.
Well, they used to have, until 2003 when (widely differing) municipal regulations were overturned in favor of a new nation-wide new law that stripped the signs of any official legal status. Municipal enforcement of the prohibitions also differed widely, but they used to have an “official” status. ↩︎
And, as far as trespassing goes, the FtR laws also trump all of property law, so that’s not the issue either. ↩︎

המקומות האסורים לכהנים לא נקבעים על פי רצון של אדם מסויים אלא על פי תכסית השטח, כלאמר, קרבה לבית קברות או בית חולים וכו’. במילים אחרות, מספיק לדעת שיש בית חולים או בית קברות בסביבה כדי לדעת שאסור לכהנים לעבור ברחוב. המשמעות היא שאם מישהו רוצה לבנות אפליקציית ניווט לכהנים, אין צורך להוסיף כלום למפה ואפשר לנתח את המגבלות על בסיס הנתונים הקיימים בלבד. היוצא מן הכלל הזה הוא כמובן בתי קברות לא ממופים או איזורים שיש בהם טומאת מת מסיבה לא רגילה. לגבי בתי קברות לא ממופים הפתרון הוא פשוט למפות אותם. ולגבי מקומות עם טומאת מת שלא קרובים לבית קברות או בית חולים אני אישית לא מכיר אף מקום כזה.
זה לא מדויק כי לפעמים עצים או מבנים מגדילים את השטח שאסור לכהנים ככה שכן יש צורך למרות שהצורך קטן מאוד מי שיש לו סבלנות לרדת לשם ולשרטט את הגבולות על פי ההלכות של הדתיים שיעשה זאת
