I’ve just been looking at this and it seems that the toll sections are not correctly tagged.
Because I am a visitor I don’t want to make any changes in case they are wrong!

I see that A33 has several intermittent stretches with toll=yes but they seem very inconsistent. Maybe that’s what you’re referring to?
If you look at the tags on the A33 on either side oif the toll gantry at 38.5986150, -9.0405226 you will see one problem.
The westbound carriageway is shown as toll=yes approaching the toll gantry but as toll free after the gantry. There are signs with toll charges as you approach the gantry.
On the eastbound carriageway it is same.
It looks like the tags have been applied to the wrong carriageway. In other words they should be the other way round.
Take a look and it should make sense.
I wonder if there are other errors on the A33…
