you would seek buy in from the next closer community, regional or national. If nobody specifically feels responsible for the place, then it would be discussed only globally.

I’d say that involving people from the general region the import is aiming at would suffice. If however there aren’t any mappers in the larger area, then I would suggest to drop the import plans altogether. (Ideally the importer should be from the region anyway… imports “gifted” to the locals by someone from far away cause more trouble than they’re worth, on average.)
