What should this type of barrier be tagged as?

There’s a barrier that looks like this:

It’s at the edge of a parking lot to keep cars from entering into an adjacent area. Would this be tagged as barrier=bollard, or barrier=fence? If the latter, I’m not sure what fence_type=* to use. If it’s the former, I feel like it needs some more specificity. They aren’t easily removable like a typical bollard.

Deffo barried=bollard + bollard=fixed + material=wood. The idea that bollards have to removable isn’t true, it simply is a vertical pole or other tall object which prevents wide vehicles to simply go through.

In order for it to be a fence, it first and foremost has to prevent passage between the poles (such as planks or wires) which prevents narrower vehicles and pedestrians from going through.

When mapping such types of bollards, should they be tagged as individual nodes for each bollard pole, or as a way?

Pretty sure both are possible, the former is just more specific than the other:

In some cases people map every bollard in a row of bollards as a separate node. In such case ensure that bollards are also placed at centreline of roads/footways crossing this row of bollards.
