What do I use for capacity for "wave" type bike stands?

I have been tagging bike parking spots in my city. The most common type of bike parking spot is the “wave” style.

See “wave” in the wiki here: Key:bicycle_parking - OpenStreetMap Wiki

I have learned from this wiki page that I should use “stands”. However I am not sure how to calculate the capacity for these “wave” bike stands. For example, what would be the capacity for the following bike stand?

Serpentine_Bike_Rack_Powder-Coat

According to the top voted reply in this reddit thread, it would probably be 4 (one on each end, and one for each ∪). But I wanted to check for a consensus here. How would you calculate the capacity? Should I even add a capacity value? It might be helpful for map users.

hard to say without having bicycle for scale

can you comfortably fit 4 bicycles there? I have seen ones where answer would be clearly “no” and you could fit only 2 bicycles by using it like a stand, one on each sides.

For the capacity= of an amenity=bench you basically have the same problem. And there the wiki says:

capacity=* – Number of people who can comfortably sit on the bench at one time.

So I agrre with @Mateusz_Konieczny in applying the same logic for bike stands.
