What determines what goes into country/area extracts at download.openstreetmap.fr?

I downloaded http://download.openstreetmap.fr/extracts/russia.osm.pbf and it both includes some objects that are not a part of Russia, like ‪2756932‬ and 4069625 and misses some objects that are definitely a part of Russia, like 1949884 and 151231

What are the rules of inclusion/exclusion, and how can I help fix them?

I also tested the extract at Geofabrik, and it misses 151231 while including 1949884.

These are determined by .poly files that were made by whoever runs a particular OSM data extract service. Go ask them to get an answer at the source :wink:
