Warning Boxes added to default Access Restrictions per country Wiki Page

On the subject of the warning boxes: as multiple contributors (from different countries) stated here, some kind of general warning box is still in order on this page, because the purpose and implications of this page are often misunderstood in multiple countries, with negative results to our database and mapping communities.

While this page is intended as suggestions for routers for which fallback-values they may or may not use, over and over mappers think that presence of a value in this table is on itself a reason to discourage or even mechanically mass-delete these tags from the OSM-database, also in countries where they have an informative value.

This is being done also in countries that already have a warning in their country-specific paragraph, so unfortunately that does not seem to be enough.

If in some countries there is consensus that specific values should not be mapped explicitly, the place to document that are the local mapping guidelines in the wiki, not this documentation that is aimed at routing developers.

I understand why you may not like the current wording of the warning boxes, as stated earlier in my first message here I would have formulated it differently myself.

The reason that I restored them nevertheless is that these boxes do point at a significant problem with these pages, and I think the contributor that deleted them should have sought to find a compromise in improving the text instead of reverting it altogether, that way we can make incremental steps forward in wikis.
