Usuarios editando en España bajo sospecha (vandalismo, malas prácticas y otros)

It appears that users “noron42” and “peyeh” have continued these kinds of harmful edits and I am about to block them. I see that there’s another account called “matarranyacorrector” who seems to (somewhat automatically?) clean up these kinds of edits, however this does lead to edit wars where the same street is edited dozens of times and I will have to block “matarranyacorrector” for edit warring too.

Frequent points of contention seem to be:

(1) the addition of “name:ca” tags outside of Catalonia (on the grounds of “Catalan being spoken there”) - can someone enlighten me about this? The addition of a name:ca tag would require either signage in Catalan, or clear and active use of that name locally. It is not acceptable to simply take the Spanish name, translate it to Catalan, and add it as a name:ca tag (name:xx are not for translations).

(2) the use of name tags with “Spanish name / Catalan name” in them. Is there any consensus among the community about this sort of tagging?
