Using relation for postcode?

lists house numbers for a specific postcode (87191).

Is this a correct usage of a relation?

Seems very unusual and going against Relations are not categories - OpenStreetMap Wiki

I would also not expect support from Nominatim and other geocoders.

But maybe local community preferred it for some reason? Sadly I failed to open history of relation so I was unable to get to the documentation page of import that added this (edit: it seems to be not added in import).

You can use the api to go straight to v1 if it helps. Added in this changeset.
