Bezeq, the Israeli telecom, now publishes maps in their site http://maps.b144.co.il/.
The aerial imagery in the map is of exceptionally good quality. Much more detailed than Google or Bing data.
I guess it would be illegal to trace these images, but consulting them when details in available imagery are blurred would be legit.

always illegal to use other sources than your own eyes or sources that have approved the usage of their data in Openstreetmap.
But beside that the imagery is amazing detailed and you can really see a lot of details!
I wish Bing or Google Maps would have such a detail level.
