Use of unathorised source for mountains in Qld

Need a group opinion thanks.

While working through OSM Notes regarding untagged mountain heights, I spotted Changesets by QLD_Peaks | OpenStreetMap (from 10 years ago!) e.g. Changeset: 22224361 | OpenStreetMap which lists the source as Qld Place Names https://www.qld.gov.au/environment/land/title/place-names/queensland-place-names-search#/search=garden%20of%20eden&types=0&place=Garden_Of_Eden13430 which is CC-BY-4.0, & which isn’t listed on the Data Catalogue.

Just looking a bit further, it appears that they may have dragged the names from Place Names, then manually copied the actual heights from the Leaflet map shown on each page there, which is also CC-BY-4.0.

As per the beaches a while back, they should all be reverted & redacted, or do we try for a waiver?

If we have to resort to revert and redact, is there another source we can use to rebuild the lost data?

As far as I am aware, only Qld Govt data? (which we’re still trying to get access to)

The other question is did OSM accept CC 3.0 ten years ago without a waiver? The import wiki page details that it was under that licence at the time.

We have permission to use the Gazetteer of Australia through Geoscience Australia.

The OSM license change was in 2012 but the waiver guidance was only issued in 2017 and this import was from 2014. Simon Poole authored the waiver guidance post, and also provided feedback on the import without mentioning the license so I think at the time it was just less clear that OSMF’s view is that CC BY is not directly compatible for contribution.

Yes, found that out in the last couple of days, but hadn’t updated this thread, sorry.
