Hello,
there’s an escalator in a hilly scenic area. At the entrance of the scenic area, you can buy an additional ticket, to use the escalator uphill, after you took the stairs downhill.
Would you use fee=* (as it’s not actually something considered as a motorway toll) or toll=* (as it’s an highway) to indicate the charge?

As the escalator to a scenic area is more a use in regard of a “touristic attraction” (see wikipage fee) and less a matter of a use by “general traffic” (see wikipage toll) and again an escalator is not a “a road, road bridge or road tunnel” I would definitely use “fee”.
