Yes, it happens that people use the note feature for all kinds of things that it wasn’t meant to do. It’s OK to close a note like that, even better if you asked for details before doing that (like you did 2 months ago). So now, go ahead and just close it, maybe with a short text like “nothing to do here”.
Also, for your info: Anonymous users can open new notes but can not add any comments to existing notes. So if you ask to get additional info, the anonymous user would have to make a new note (or get an account). In such a situation, I have also closed notes with a text like “I don’t understand this note - If you want a change made, please make a new note and give more information”.

Clearly that was a personal note by an osm.org website user. They were creating it as a “bookmark” for themselves. It doesn’t belong in OSM, but there was a reason for them to create it. We’ll continue to get notes like this for as long as we allow anonymous notes in OSM.
More generally, using “closed notes” as any sort of metric of how “complete” an area is is just wrong. People create OSM notes for all sorts of reasons; think of them as a resource that you can refer to occasionally rather than something that must be resolved.
