Assuming the ways are drawn bottom to top, I see

  1. a highway=cycleway + sidewalk=left, and
  2. a highway=tertiary (?) + sidewalk=right

The carriageway is wider than the cycleway.
I would expect bicycle=use_sidepath and foot=use_sidepath on the carriageway.
