there is someone who has a tutorial explaining how to insert into intranet website an offline map with POI and popup?

I suspect that https://wiki.openstreetmap.org/wiki/Deploying_your_own_Slippy_Map is pretty out of date (it still refers to TileDrawer).

However, it does link to the “switch2osm” site; I’d suggest that you follow https://switch2osm.org/manually-building-a-tile-server-16-04-2-lts/ there to set up a tile server and use Leaflet (see http://leafletjs.com/ ) to create the “slippy map”.
