The advantage of tagging them as was:amenity=parcel_locker
instead of deleting them is that in this way, you can show to other mappers that there used to be a parcel locker there so they won’t add it again. This could be useful if there are still other information sources (aerial photos, lists of parcel lockers on websites, etc.) available that say that there is a locker there and that could tempt another mapper who hasn’t visited that site recently to add it again. Only when such information sources are gone, it ca be safely deleted. It’s similar to tagging a recently demolished building with demolished:building=*
instead of deleting it: if it is still shown on aerial photos, someone else might say “hey there’s a missing building here” and add it again. Only when it has disappeared from aerial photos or a new building has been mapped there, it can be deleted.
