Temprorary pedestrian zone - highway:conditional to the rescue?

A municipality close by decided: Their living street during summer and in the afternoon is not a living street but a pedestrian zone. How to map that?

highway=conditional=pedestrian @ (summer in the afternoon)

What else? Beware: Access also different.

UPDATE: Actually, the term pedestrian zone not productive, essentially the ordinance just says, no cars.

How about having highway=living_street but adding something like motor_vehicle:conditional=no @ (Jul,Aug 14:00-18:30) to it?

If I understand correctly, outside of summer, it is a normal road again, so this would also require that someone remembers to change the highway type manually at the start and the end of the summer.
