There is ongoing discussion on foot-scale. I participated quite a bit, but I lost trust, that this will ever go anywhere usable in conditions other than what currently sac_scale can adequately describe.
I like OSM because there are all the paths you can imagine (sometimes this is true to the letter - but quite often it is also true to the ground.) My heart though aches when I look at pedestrian routes dealt out from the engines available in the Standard view. I stopped considering anything “graded” an option. perhaps obstacle=blackberries or scramble=yes on a highway=path – That would be true to the ground, but who will ever check for that?
Can this ever be consolidated into a single widely used attribute?
