[Tagging] [RFC] Feature Proposal - Public transport access space

The following proposal has been posted to the tagging mailing list:

I am proposing a new feature for public transport access space
(public_transport=access_space) (a Transmodel term). This fill in a gap in the
existing tagging for public transport. An access space represents a place in a
station where people can access (wait) for public transport before heading to
the platforms, such as a booking hall, concourse, etc.
