I’m currently tagging a restriction I noticed on a commute recently that I’ve surveyed and I need some help with it. This is the restriction in question:
So far I’ve managed to figure out that I need to put the tags motor_vehicle=yes and motor_vehicle:conditional=no @ (Mo-Fr 08:00-09:15,14:45-16:00)
However, I am not sure how to tag the exception for “SS5” permit holders. Does anybody know how to do this?

Another thing to consider is that the wiki page for access=permit mentions that the tags should be used"where a permit is required, but is routinely granted to everyone requesting it."
This isn’t necessarily the case as the permit in question is only accessible through the borough council to people who live nearby and isn’t obtainable on a temporary/one-use basis as far as I’m aware.
Would this still be the case considering that the permit is for local residents or is there a better suited tagging convention for this?
Given the permit in question is only given to residents, it would be motor_vehicle:conditional=private @ (Mo-Fr 08:00-09:15,14:45-16:00).
However, given this doesn’t apply to ‘SS5’ permit-holders, this should also be added to the conditional restriction. How best to do that is… honestly something I’m not entirely sure of. I would do something like motor_vehicle:conditional=private @ (Mo-Fr 08:00-09:15,14:45-16:00); yes @ (zone=SS5). The zone key is used for residential parking restrictions; I don’t see why it wouldn’t be used for access restrictions in a similar manner. If not in the motor_vehicle:conditional=* tag then maybe just standalone as zone=SS5.
Using zone=* as a condition looks like it could be a step in the right direction. While you did mention that zone is used for residential parking restrictions, that doesn’t seem to be a rule set in stone. I checked wiki page for zone=* and the intro text mentiones street parking as a use case, not the use case. The wiki page lists some other uses for zone such as maxspeed and overtaking, so I don’t see why access should be an issue.
I reckon to go forward with this, there should be a discussion to officially widen the usage of zone=* and have the wiki updated accordingly.
In the meantine, I’ll start emailing boroughs for permission to use the information on school streets as quite a few of the boroughs have all the school streets listed online.
I don’t think private @ ...; yes @ exception makes sense, since the private part already says that there are exceptions. If anything, the former condition should then become no in combination.
We’d probably need some way to describe the way private permission is given. At the moment, we can only really say “There are some who can enter on an individual basis after a process that could possibly get denied” (whereas the other values apply when the conditions are met).
There is Key:private - OpenStreetMap Wiki to further specify the private group that is allowed access. If the sign read “except residents” then private=residents would fit. Since this tag is meant to be a discrete list of known values, rather than free text, it is probably not the right place to include the exact permit number, but it could be used to indicate that the private group is defined as “permit holders”, generally.
