Swiggy tagging roads as construction

I’ve noticed off late that Swiggy mappers some times tag major roads as under construction. E.g.

  1. a section of Outer Ring Road in Bengaluru: Way: ‪Outer Ring Road‬ (‪1108993651‬) | OpenStreetMap
  2. a section of Wind Tunnel Road: Way: ‪Wind Tunnel Road‬ (‪331515392‬) | OpenStreetMap

These changesets don’t have descriptive comments explaining why the road was marked under construction. There is no change to the roads on the ground either, I can confirm at least ORR is still open for traffic as usual. Does anyone else have similar experiences? To me these edits seem incorrect, the highway=construction tag should only be used for when roads are actually closed for construction, for a significant period of time (the time period is important because different consumers may update at different frequencies).
