There has “been some discussion” about whether a town hall such as the one in Enschede should have the name of the municipality in it as well

I can’t find any discussion in the history of that town hall.

But then Gemeente X is not a name for the building/location. While Stadhuis X sort of is.

That is true. But I don’t think that people say: “I go to Stadhuis Enschede” but: “I go to the Stadhuis.”
