I would have said similar but not necessarily identical.
What would be a possible difference?
Photographers work in every photo studio, but not every photographer works in a photo studio.
And not every photo studio is a shop.

agree, the craft object does not imply a photo studio, it could be just an office, or a lab.
“shop=photo_studio” would be where you go to get your portrait done; “craft=photographer” would be where you go to hire the photographer for your wedding.
Really, it should probably just be office=photographer. Since at least to me “craft” insinuates something crafty is taking place at the location where the tag is being used. More so now that most photographers work from home and don’t even use dark rooms or anything even remotely connected to creating physical photographs anymore.
I have now edited Tag:shop=photo_studio - OpenStreetMap Wiki to remove deprecation claim
Note that it is still currently autoreplaced by iD - https://github.com/openstreetmap/id-tagging-schema/blob/main/data/deprecated.json
