It would be possible to create such an application or website (reading map as meaning a rendered image of the map), but I’m not aware that anyone has done it. I think most people would go directly to the overpass API, which is a non-graphical interface, to do this. Most like, if it has been done, it is in the context of then using the retrieved information, so knowing the reason you want the information might give a clue as to where to look.
Obviously it would only work to the extent that suitable addr:* tags had been added.
