Yes, and in all these languages, the concept from philosophy is not the one that the grammar books refer to. And at least some of the philosophers hold that a description is a “proper name”, as long as it’s unambiguous. 
What we’re left with is a proposal that would mean the same thing, minus a lot of potential confusion, if the word “proper” were replaced with the empty string.
