Hai I would like to use high quality images like maxar for a reference basemap, I have read an article regarding the availability of maxar as a service in OSM, unfortunately I couldn’t find the same now.

Maxar imagery hasn’t been (directly) available for quite some time (December 2019 June 2023). Naturally Maxar is the largest source of satellite imagery for many of the global mosaics that are available.
PS: note that Maxar continues to make imagery available during emergency situations, however that is typically handled by HOT:
