Proposal: Automated edit – add dog=leashed to all public paths in the city of Plzeň

Hi everyone,

I’d like to propose a minor but city-wide automated edit in the area of Plzeň (Czech Republic).

Goal:
To add the following tags to all highway-type ways (streets, footways, paths, cycleways, etc.) within the administrative boundary of the city of Plzeň:

dog=leashed
dog:description=Na území města Plzně je zakázáno volné pobíhání psů. Výjimku tvoří místa k tomu určená, např. psí loučky

Reason:
This is based on a municipal regulation that prohibits unleashed dogs in public areas of the city (https://vyhlasky.plzen.eu/soubor/367). Specific areas (dog parks etc.) are exempt, and can override this tag locally.

Plan:

  • Area: administrative boundary of Plzeň (admin_level=8, name=Plzeň).
  • Target: all ways with highway=* within that area.
  • Method: Using Overpass query in JOSM, manually checking each batch before upload.
  • I will run the edit gradually, grouped by districts, and stop on any serious feedback.
  • Changesets will be marked with comment, source, and mechanical=yes tags.

is it signposted or otherwise visible on the ground? Generally we do not map laws and regulations that aren’t specific to a feature (like no littering in the whole of a country mapped on everything).
