The Jinja district in Uganda (ISO3166-2: UG-204) is tagged twice, both with boundary=administrative and admin_level=4:
Looking at Wikipedia and the neighboring districts on OSM it seems to me this should really be one district. That is, the two relations should be joined into one.
If there is no disagreement, what would be the correct way to go about this? I’m rather new to OSM, so a pointer on how to do that would be much appreciated.
In case this comes up in the discussion: I don’t see a possible justification for this split. It’s the only split district (with the same admin_level) I found in the entire planet.osm dataset.
