I have installed the reverter plugin (JOSM/Plugins/Reverter - OpenStreetMap Wiki) and in the wiki it says: “After […] installing it and restarting JOSM, you should find a new menu item Data → Revert changeset.” But this doesn’t show in my UI.
I have the current Windows version 19277 on Win 11.
I have updated JOSM and restarted.
My UI is set to German. (So I try to translate everything back to English.)
When I try to configure the toolbar, on the right-hand side there is a list of available commands. After “tools” there are two entries, that don’t show with an expandable folder icon but just with a grey dot: “OptionaleWkz” (“Optional Tools”?) and “Data”. This looks like this is where the plugin should be showing.
Yes, I used the JOSM dialogue. On startup, I didn’t see anything about plugins, but I’m not fast enough to read everything.
On the plugin page of the JOSM settings dialogue, I can choose to only display installed plugins. There, “Reverter” doesn’t show up, indeed.
Under “all” or “available” (what’s the difference, btw?) I can see it without the checkbox checked. When I check it and click “update selected plugins” (button with circular arrow), JOSM says: “All installed plugins are up to date. JOSM doesn’t need to download newer versions” (“Alle installierten Erweiterungen sind auf dem neuesten Stand. JOSM muss keine neueren Versionen herunterladen”).
The file C:\Users<username>\AppData\Roaming\JOSM\plugins\reverter.jar does exist (file modified date: today), along with the two other installed plugins (the ones, that do show up under “installed”).
If the checkbox for “installed” is not checked, then the plugin is not installed (means downloaded and loaded into JOSM) Maybe you only downloaded it. So, enable the checkbox, close the dialog with the OK button and restart.
I’ve had what sounds like a similar issue - installed a plugin, restarted JOSM, but the plugin didn’t seem installed - and the solution was simply to go back into the Preferences menu and re-check the box for that plugin.

I tested it out, and installing the Reverter plugin results in this option “Revert changeset” showing up in the “Data” menu.
This is what I have done. Plus - before I clicked OK - updated. Did not work.
Now I checked the box and clicked OK immediately, without updating. Now the plugin is there, the menu item is actually there.
I don’t understand what was wrong or if it’s a bug, but I’m content it works now.

I think I might have the same problem. Same version of josm, on opensuse 15.6. I downloaded at least 3 plugins (photoexif,photoadjust,lanes) from preference->plugins menu and then restarted josm. During startup, it showed the plugins being loaded but there’s no option to use it during operation. If the listing is checked at the expert mode plugin menu, none of those new plugins are listed. The plugins files themselves exists in the hidden josm plugin directory. something weird going on.
As far as I know this happens with all plugins that are found in the plugin directory. It is done to find out the version of the plugin, but the plugin is not really used when the checkbox in the dialog doesn’t say so.
