Paving stones or sett? Sidewalks or not?

The surface is rectangular slabs of natural stone that are a common pavement in Italian inner cities. They are sometimes tagged as surface=paving_stones and sometimes as surface=sett. Which is preferred?

Is it sidewalk=both or sidewalk=no? There are lanes on both sides separated from the main road not by kerbs but by bollard rows. They are in use by pedestrians (see example on the right, though many pedestrians also walk in the middle of the road) but also to park scooters (example on the left). The bollard rows are often not continuous, and there are often no white lines.

Is there an agreement in the Italian community about how to tag this?

Looking at the surface it would qualify for both. Considering the size of these plates I’d choose paving_stones.

I also would not hesitate to map the sidewalks on both sides but prefer leave this question for someone more familar with this type of roads.

As much as you can easily pass these as a pedestrian, I do think that these can be mapped as separate ways because of the clear separation by the bollards. If not, I’d simply add sidewalk:both:separataion=bollard in addition to sidewalk:both=lane.

Whether the bollards are continuous or not doesn’t entirely matter since they primarily exist to handle access to service ways for vehicles akin to a lowered kerb or dual carriageways at an intersection.
