It’s a great idea to actually add parking stops to OSM.
Most wheel stops are not fixed. Do have an example of any where they are? Parking lots are the only place where I can think that they are. I would only add it as a attribute since mapping the individual stops would just create a lot of noise.

What I mean is mostly wheel stoppers in parking lots.

There’s those parking strip along canals with diagonal or perpendiculars parking spaces. They have these stops, particularly for those who forget to put the hand breaks on and those who like reverse parking. Would have mapped those, if at all, as barrier=kerb+kerb=raised (if they are higher than normal).
