Overpass private server from extract update_database dispatcher

I have initialed an overpass database with limited area for Arizona, USA from an extract (.pbf) data file using overpass supplied program update_database. The database did not exist to have dispatcher running during this process / step, the process went smooth and successful.

My question is: Do I need the dispatcher running when applying change files to update the existing database using update_database program? Or do I need to stop the dispatcher first?

I have tried using “update_database” with dispatcher running. The answer is that is NOT allowed.

File {somepath}/osm3s_osm_base present, which indicates a running dispatcher. Delete file if no dispatcher is running.
