Die Tabelle für AT gibts seit November 2009 OSM tags for routing/Access restrictions: Difference between revisions - OpenStreetMap Wiki und von Beginn an “no”.
Übrigens mit interessanter Anmerkung:
bicycle = no and horse = no: Should also be aplied to highway=track, because there is the same situation like with highway=path. (Forstgesetz 1975 §33)
