OSM login: cannot register with the email and cannot reset password

A friend is unable to to register with his e-mail because that email has already been taken

On the other hand, when he tries to reset the password, the same e-mail address is not found

Is there a way to resolve these conflicting messages?

Yes, they will need to contact support so it can be investigated but almost certainly they had an account and then chose to delete it.
