For the past 1 - 1.5 hours, been trying to upload and fetch data but all I get is fetch fails, new CS set opening very very slowly, then borging in JOSM. When trying ID the site is either not accessible or the browser view opens, but when switching to edit, no data is fetched. Is this just in my internet zone of Italy or is this a wider problem i.e. problem at OSM themselves?

General API outage, visible at Grafana
There is an ongoing work to fix the problem.
currently (0.025 node/s):
modest level of traffic before outage (18.13 node/s, over 725 times more):
So currently API is basically not working (retrying upload ever 10s will not help, probably better to take a break)
