I don’t know if name ordering has been discussed before in Cyprus, but I want to ask about the appropriateness of this changeset because Cyprus is a geopolitically sensitive area and if I recall correctly, the internationally recognised part of Cyprus uses the Greek–Turkish naming order. The Greek–Turkish naming order would be still be the case if we resorted to alphabetical by language code (el-tr) as a tiebreaker.
Greek would also come first when looking at the majority language on the ground. The “northernmost first” criterion used by @ToprakM seems strange and only selected because of the interest of that mapper.

Due to the lack of response from mapper @heyturkiye58, I inform for the record that the moderation team was asked via “Report this User” to step in.
Based on what @rhhs said, it appears there is no realistic case to reverse the existing Greek–Turkish naming order of the country and the capital city, which has been the case for over a decade (source, source).
