That seems too be a link to a Telegram group?
Obviously, people are free to talk about OSM wherever they like, but any discussion in private groups necessarily excludes lots of people, and means that if “a decision is made” the rest of the OSM community will not be able to read it and will likely ignore it.
Why not discuss here?
