Number of lanes in the Dominican Republic

I have a slightly different opinion on how the number of lanes should be entered. The RD-7 in the Dominican Republic is completely two-lane, which I can confirm from my holiday back then. Satellite images and Mapillary also clearly show that there is one lane northbound and one lane southbound, so it must be lanes=2. In the changeset Changeset: 112148927 | OpenStreetMap I corrected the RD-7 from 1 lane to 2 lanes. Unfortunately, this was changed back to lanes=1 in the changeset Changeset: 112923807 | OpenStreetMap. As a result, there is now inconsistent data again, for example here Way: ‪Nagua - Samaná‬ (‪35389310‬) | OpenStreetMap. A few days ago, the user jcoupey also realised that this was wrong and commented on the changeset Changeset: 112923807 | OpenStreetMap. I then corrected it again. Unfortunately, Duvani changed it back to lanes=1 shortly afterwards Changeset: 156141627 | OpenStreetMap.

In order not to start an edit war with him, I would like to ask the community for their opinion on whether there are different rules for the Dominican Republic than in the rest of the world.

For anyone looking into this, of the changesets mentioned above, 112923807 is the one with the most extensive discussion. It appears that Guvani is convinced that the lanes tag should describe the number of lanes per direction, not the total number.

Interestingly, both the English and Spanish versions of the
wiki for the “lanes” key suggest that while this belief is wrong, it is by no means unique: "The lanes= tag is widely misused to mean the lanes in each direction rather than the total lanes. If the mapper chooses to describe the forward and backward lanes, this potential ambiguity is avoided. "

I’m not sure if anyone has pointed to the wiki during the discussions.

The user also insists that an unfortunately unidentified GPS application shares their interpretation, i.e. that when tagged as lanes=2 the app refers to 2 lanes in a single direction. I have no idea if there are GPS apps that really do that.
