Should we start deleting (and remap) ways flagged non-odbl (by the license check plugin)? Or should we wait for the official word/actions from OSM higher ups?

Remapping is always encouraged. Be sure to obtain your information from the right sources - either a new survey or a public data source.
Otherwise, it is best to wait for the official algorithm - their algorithm might remove less data than just deletion by reverting a version for example. The time delay comes from their careful check of the algorithm.
