I’m using LOCUS FREE with map of Romania downloaded in android phone (no connection needed, sometimes you even don’t have GSM connection). app: https://play.google.com/store/apps/details?id=menion.android.locus&hl=ro map: http://download.geofabrik.de/europe/romania-latest.osm.bz2 unzip and store on your phone in the map where LOCUS is installed. Install on SD does not work from android 4 and next.
