Multiple trail names on a way

There is a park (Fish Park, Poulsbo, WA, USA) that has trails with multiple names (rather, the ways are shared across several paths). What is the proper way to go about tagging the names?

Here is the map provided at the trailhead:

In the picture, for example, the pink and steelhead loop share a few ways.

The best way to handle this is to create a route relation for each one of the named trails. Each segment of highway=path can remain un-named and can be a member of multiple hiking/walking route relations.
