What and who is affected by this issue/request?
A user (@canfe) has contacted me because he’s missing the “New topic” button. He has a “Base” level of trust. He have also tried to create a topic using the OpenStreetMap Community Forum link, but this failed as well.
Where on the platform does it happen?
It happens on every page he visits.How do we replicate the issue?
I'm not sure, I couldn't replicate this issue.Expected behavior (i.e. solution)
