Minor building levels on roof

Should minor building levels on the building’s roof (lift machinery, roof accesses etc.) be counted as levels for the sake of the “building:levels” key? Previously, I’d have said no, but I’ve 3D mapped a building in my university recently and am now unsure. To accurately represent the building using 3D mapping, the minor level would need to be tagged, at least in the individual building part. I’d appreciate feedback from more experienced 3D mappers in particular, since I’m new to the area.

Not on the building=* way, but on the building:part=*-ways. That’s how I do it.

That approach seems to be inconsistent with what this Wiki page advises:

Where a building has been split into parts, a building outline has still to be drawn of the whole building way and should have the tags building:levels=* and height=*. These values should be the maximum of all the building parts.

Unsure how often that’s followed in practice though, or if there are any downsides to ignoring it.

Yes, it is. But if a building has 5 levels, and there’s a 2 meter “thing” on top that houses the elevator, then the building still has 5 levels regardless. No one would say the building has 6 levels, so I don’t tag like this.

As someone who works with radio engineering, I consider a service level as a legitimate level which I do document, regardless of how much or how little of the building footprint it encompasses.
