Why is the Umbraosm applicatiom not closed?

Local Chapters/Applications - OpenStreetMap Foundation.

If it was decided in the LCCWG Meeting.

I am writing here because the topic of the Brazilian candidacy was closed unilaterally by one of the Brazilian ‘moderators’ (= owner of the group, in our practical case).
