No, they are legally separate things.
Maybe? It’s not a bad idea. However “OSMF membership” has certain weird legal requirements (“OSMF assoc. membership” doesn’t). Trying to automate (if you sign up for this LC you’re a legal member of this English-and-Welsh company) is… complicated. Given OSMF membership (or assoc.) is easy to achieve, I don’t think it’s worth automating.
The same is generally true going the other way. Each country has slightly different legal requirements around membership.
