Found a different way: in the filter section put a v in the most irritating layer(s) - in this case: landuse - and it will not snap to nodes or lines in that layer.

I guess CTRL forces to create a new node?
However, being able to turn snap on and off would be nice

You could also set the snapping distance to zero:
Edit → Preferences → Advanced Preferences…

Ah, node.snap and segment.snap. I suppose that also works.
JOSM needs a hotkey for this
